Forecast: Kansas jobs to increase 1.8 percent

WICHITA, Kan. (AP) ? Kansas will see employment growth of 1.8 percent next year, regardless of who wins the White House, as business picks up after the uncertainty of the November elections, economic researchers at Wichita State University said Wednesday.

The university's Center for Economic Development and Business Research reported it expected roughly 24,175 new jobs to be created in Kansas next year. Most of those new jobs are anticipated to be in professional and business services, education and health services, and leisure and hospitality. Job losses were forecast in government and information industries.

The research group's director, Jeremy Hill, said in a phone interview that although consumer demand is weak, retail sales across the state have gone up. Income has been growing above the inflation rate. Bankruptcy filings are down. Business loans in Kansas have gone up.

"Businesses are ready. They are well capitalized, or can get capital, because loans are cheap. They are waiting, but they are sitting on their hands because of uncertainties. And as soon as we can get through these clouds in Kansas, they are going to start moving forward," Hill said. "They are not likely to jump out, but they are definitely going to tip toe, or they are slowly going to walk out into the economy next year, based on the outcome of the elections."

That business growth is expected to happen regardless of whether President Barack Obama or Republican challenger Mitt Romney is elected.

"They may not like it, or they may love the new environment, but they will still move forward either way. ... The reality is here and they are going to move forward with the new reality," Hill said.

The outlook does not take fully into account concerns that the U.S. economy could fall off a "fiscal cliff" at the end of the year. That's when tax increases and deep spending cuts will take effect unless Congress reaches a budget deal. A recession could follow.

The forecast also does not factor in automatic federal government spending cuts, which would require an across-the-board cut of 9 percent to most Pentagon programs and 8 percent in many domestic programs. Hill said the defense cuts would "significantly affect" the aviation-dependent economy in Wichita.

The automatic cuts were mandated by the failure of last year's congressional deficit "supercommittee" to strike a budget deal. The process of automatic cuts is called sequestration, and the administration has no flexibility in how to distribute the cuts, other than to exempt military personnel and war-fighting accounts.

Some aircraft manufacturing in Wichita involves critical components and is not likely to be as affected by defense cuts as some other aircraft business. The light aerial attack fleet is one such critical defense component. Another is the tanker refueling planes, parts of which are built by Spirit AeroSystems in Wichita.

"I talked to aviation experts, I talked to other military experts and I have not been able to get a clear understanding of how that sequestration will be taking effect on the Kansas economy," he said. "It is very complex."

Some defense suppliers have already prepared for slowing growth in military demand. "So a lot of the companies have already done some downgrades of employment over the last couple of years preparing for some of this," he said.

The report projects the largest expanding sector of the economy next year in Kansas will be professional and business services, up 5.7 percent for a gain of 8,980 jobs. That would be followed education and health services with an increase of 2.8 percent for a net gain of 5,330 jobs. Leisure and hospital trailed with a 2.7 percent increase for the addition of 3,195 jobs.

Manufacturing jobs next year are forecast to increase by 1.8 percent for 2,955 jobs.

Government at all levels in Kansas is expected to shed 1,555 jobs. The information industry is expected to lose 230 jobs.

The impact of an oil and gas boom driven by use of new technologies in horizontal drilling, or "fracking," has not yet been fully felt in Kansas.

"Permits have been going up but until recently jobs really haven't materialized in our employment numbers in Kansas," Hill said. "We are just now seeing employment numbers go up. The reason why is a lot of temporary jobs are being created within Kansas to start up this oil industry, and we also have existing jobs at a higher productivity."

Troy Aikman has been drafted to a new team.

The Cowboys Hall of Famer is joining Ticketmaster, the NFL and the American Cancer Society to help promote ?A Crucial Catch? cancer screening program.

?As someone whose mom is a breast cancer survivor, it?s a real honor and privilege for me to be part of the team with the NFL ticket exchange,? Troy Aikman said.

Ticketmaster?s classic look is out, and pink is in. For the first time in 36 years, the company is temporarily changing the color of all its tickets to support breast cancer awareness.

Aikman also changed his look today, sporting a pink tie at the kickoff party to mark Breast Cancer Awareness Month at Victory Plaza in Dallas.

For every NFL ticket sold through Ticketmaster or the ticket exchange, a dime will go to supporting breast cancer. Items signed by Aikman will also be sold to support the cause.

While his mother survived her bout with breast cancer, Aikman acknowledged that some stories don?t have such a happy ending.

?There are a lot of other women who didn?t have this successful story,? he said, ?so the opportunity to get involved with the NFL and the ticket exchange, and the fact that they are going pink and donating some of their proceeds to breast cancer research is something that I?m really proud of.?

Westminster Launch New Track At Paddington Rec - London Athletics

A new 400 metre athletic track has opened at Paddington Recreation Ground thanks to a partnership with the City of Westminster, London Marathon Trust and the Greater London Authority.The track is complete with new throw and jump areas. The track was opened by GB athletes Larry Achike and Laura Turner who delivered athletics coaching at the launch.

Westminster Run! Activator Ellie Wood said; 'The launch of the new track coincides with the launch of Serpentine Junior Athletics Club which will provide our young people with a level of athletics coaching never seen in the borough before. Provision will be for long and short distance running as well as field events and Sportshall competitions. The club will be used to train and select teams for the London Youth Games.'

The 5000m and 10,000m gold medallist Mo Farah has backed the ?240,00 revamp of Paddington Recreation Ground?s track, which has been closed for the development over the summer.

Farah said: ?Central London getting a new running track is great news for athletes of the future.

?The London Olympic Games will inspire a whole new generation of potential sports men and women and it is good to see Westminster Council leading the way in bringing important new facilities to the heart of the capital.?

The track, which opened on September 26 will offer an international standard running track and top quality facilities for field events.

It will be available for free casual use and coaching sessions, as well as providing a spot for schools to train and run sports days.

The Marathon Trust provided ?130,000 for the project, The London Mayor?s Legacy Fund provided ?44,000 and the remainder was met by Westminster Council.

Cllr Steve Summers, deputy cabinet member for Olympics, sport and leisure, said: ?It is great to see that one of the stars of the Olympic Games is backing this project.

?We hope that hundreds of people will be inspired to take up track and field sports and maybe even go on to represent the UK in Olympics around the world.

New blood 'booster' tested in UK

A London hospital is leading a worldwide trial of a drug designed to aid the recovery of patients with heavy blood loss.

MP4OX is made from expired blood stocks and seeks to replicate the function of red blood cells in carrying oxygen around the body.

It is being given to patients with heavy blood loss in 56 centres around the world.

The Royal London Hospital is leading the clinical trials.

MP4OX has been developed by US pharmaceutical company Sangart, which is funding the trial, and is a haemoglobin-based product processed from expired blood transfusion stocks.

Haemoglobin molecules are the proteins in red blood cells which carry oxygen to muscles and tissue around the body.

In trauma patients who have undergone heavy blood loss, these molecules are in short supply, and its makers claim MP4OX can deliver an oxygen boost to organs and tissue in the body, reducing the risk of organ failure.

They say it carries no infection risk and can be given safely to all patients.

Prof Karim Brohi, of the Barts and The Royal London Hospital, is leading the trials.

"We're giving it to people who been severely injured in car crashes, have fallen out of a window, been stabbed etc," he told BBC News.

"Basically it's a drug which takes up oxygen and delivers it to cells which are starved of oxygen because there's not enough blood going around the body."

The drug has already been tested in a pilot trial of 50 patients, which appeared to show the drug was safe.

That pilot has now been extended to a worldwide trial encompassing some 360 patients, to further test its safety and efficacy. That trial is now approaching completion although the researchers have yet to process any of the results.

"In the initial trial, it seemed to show that people got out of hospital much quicker than patients who hadn't had the drug," he said.

"It was a small trial with lots of room for error, but there was a pretty strong signal that there were a lot more patients who were alive and out of hospital at 28 days compared to the ones who hadn't had the drug."

However, he stressed that it was only after results from the extended "Phase 2b" trial were in, that they would know how much promise the drug showed.

The trial is what is know as "randomised", with patients randomly prescribed the drug or a placebo according to instructions enclosed in a sealed paper envelope. The drug is also wrapped up in a black bag in the lab prior to delivery to the ward or theatre, so neither clinicians nor patient know what they are being given.

These measures are designed to improve the accuracy and impartiality of results.

The trial is one of many projects around the world in which researchers are trying to replicate some of the functions of blood.

A recent BBC Radio 4 documentary looked at some of the attempts, past and present, to create artificial blood products, including efforts to develop haemoglobin treatments from E.coli bacteria and from stem cells.

But Prof Brohi says MP4OX should not be regarded as "artificial blood".

"This isn't a substitute for blood because we give less than a Coke can's worth to each patient - while these patients may have lost up to five litres of blood - so in no way is it a substitute for giving red blood cells to patients," he said.

"What it's doing is augmenting the ability of those red blood cells to do their job."
