A Houston-area community college went into lockdown Tuesday afternoon amid reports of a shooter on campus.

Lone Star College System issued an alert on its website Tuesday telling students and faculty on its Houston-area campus in north Harris County to take immediate shelter or avoid the campus. College spokesman Jed Young said it had received reports of a shooter.

Aerial footage from local television stations showed police cars and ambulances parked on the campus, emergency personnel attending to people on stretchers and at least person being put into an ambulance. Other people could be seen running from a building led by officers.

The Harris County Sheriff's Office had no immediate details.

The Lone Star College System has an enrollment of 90,000 students and six college campuses, according to its website. Its North Harris campus is about 20 miles north of downtown?Houston.

Investing in S. Korea Today is Like Buying the U.S. the 1990s ...

The Brewing S. Korean Tech Boom

Like the U.S. in the late 1990s, though obviously on smaller scale, South Korea has become a technological leader-- especially in display systems like portable computers that can be rolled up like a newspaper and stem cell biotech innovations.

Indeed, its lead in genetic engineering may become more strategic in nature, since Korean public policy does not place the limitations on biotech innovation that the United States does.

What's new is that South Korea is now also a cultural leader, with its "Gangnam Style" pop phenomenon sweeping the world. That's small potatoes in terms of immediate revenues, but it does allow Korea to attract the young, style-conscious and footloose (among whom are many of the world's innovators) in a way it could never have done twenty years ago.

Currently,Korean growth is solid rather than exciting, with The Economist team of forecasters projecting 3.4% growth in 2013.

Nevertheless, with public spending only 33% of GDP compared to 40% in the U.S, a balance of payments surplus and inflation currently running at 1.2% and short-term interest rates well above inflation at close to 3%,

South Korea' economy is poised for a growth acceleration in a way the U.S. economy is not.

With elections out of the way for another 4 years and rapid growth in its huge but poor Chinese neighbor, faster growth should be heading Korea's way.

A Fiscally Fit Government

But those aren't the only reasons to invest. Based U.S. accounting methods, South Korea also runs a budget surplus.

Admittedly, Korea-skeptics like to point out that if you exclude social security, the country runs a deficit of around 0.5-1% of GDP. But if you exclude social security, the United States didn't run a surplus in the late 1990s either.

Like the U.S. in the 1990s and for similar demographic reasons, South Korea actually runs a surplus of 2.5-3% on its social security account since considerably more people are paying into the account than are drawing from it.

Including that surplus, South Korea will run a surplus of 1.5-2.0% of GDP in 2012.

That means the South Korea stands to benefit from its baby boom being a decade or so from retirement, the same way the U.S. benefited from its boomers in the late 1990s.

But you should also note that South Korea's budget is also at least as solid as the U.S. budgets from the1990s. Including social security contributions, Korea has managed to run a surplus in an international environment that is certainly not as bullish as it was the latter 1990s.

What's more, the KOSPI share index is still below its 2007 highs, compared to the late 1990s when U.S. indexes were running at more than double their peak pre-1995 levels.

Three Ways to Invest in South Korea

There are number of ways to play the South Korean market. Here are three:

The largest Korea-oriented ETF listed in the U.S. is the iShares MSCI South Korea Index ETF (NYSE:EWY).

With net assets of $3.34 billion and an expense ratio of only 0.61% EWY is an efficient way of getting exposure to the market as a whole. Currently it has a P/E ratio of only 9 times earnings but a yield of only 0.6%

Korean banks are also very reasonably valued in terms of net assets, yet are currently nicely profitable. The largest is KB Financial Group (NYSE: KB) the parent group of Kookmin Bank. It is currently trading at only 64% of book value and 6.6 times projected 2013 earnings. Based on last year's dividend it yields about 3.2%.

And as mentioned above, Korea is a world leader in display technologies and its leading company is LG Display (NYSE: LPL). LPL has suffered in 2011-12 from a cyclical downturn, but its third quarter 2012 was once again profitable, and based on analysts' estimates it should make about $1.50 per share in 2013, putting it on a forward P/E of 9.3 times.

Avoid Overhyping Everything with a "Fudge Zone"When you're trying to convince a friend or co-worker that something is amazing, it's easy to overshoot and overhype something to the point they'll definitely be disappointed. To keep this from happening, author Dan Ariely recommends you create a "fudge zone."

We all overhype things we're excited about. Whether it's a movie, book, or even a project we're working on. The downside of overhyping is that when we tell our friends about it, we set unreasonable expectations that can't be met. In turn, our friends and co-workers end up not enjoying what we suggest as much as they should. Ariely recommends a pretty simple fix:

Here is how I view the issue: Heightened expectations can change our experience by (let's say) 20%, which means that as long as the increased expectations are within this range, the expectation can "pull" the experience and influence it. But when expectations are too extreme (let's say 60% heightened), the gap with reality becomes too wide, and they may backfire and reduce enjoyment.

If you want your friends to experience something as better than it truly is, go for it and exaggerate. But don't exaggerate by too much. This kind of "fudge zone" also suggests that in areas of life where people are not experts, you can exaggerate a bit more.

Setting high expectations isn't always a bad thing, and in fact, expectations can actually increase our enjoyment of everything, but you want to avoid overhyping something too much. While Ariely's point deals with you placing heightened expectations on what you recommend, the same can be done in reverse for your own expectation of enjoyment too.

And to that end, the company has just announced that it will roll out the Optimus G smartphone globally to ove 50 new countries in the coming months. Govt plans to set up Land Authority of India to ... - Real Estate India

NEW DELHI: The government is pushing a plan to set up a Land Authority of India that will take over all under-utilised and unused government land and monetise them, leading to a windfall of an estimated Rs 1 lakh crore that can give succour to the country?s burgeoning fiscal deficit.

The ambitious proposal for a national body, which has to pass muster with a lot of government bodies that have occupied prime land but have put them to little use was put forth by the Union urban development minister Kamal Nath last month, and has been discussed among other key ministries that include the finance ministry as well as the prime minister?s office.

?Surplus land across the country with bodies such CPWD, DDA, Railways, Defence, public sector undertakings and other government agencies can be put in the sale basket,? Nath told ET. ?All the land will vest, by a notification, in the Land Authority of India. Let them sell it,? Nath said.

?This can help us raise over Rs 1 lakh crore in six months and help us rein in the fiscal deficit,? he said. The policy, the minister said, ?should be to either utilise the land or sell it?. A scarcity of land has led to the price of land shooting up across the country.

In March last year, the government had budgeted a fiscal deficit of Rs 5.14 lakh crore, or 5.1% of the gross domestic product ( GDP), for the fiscal year 2012-2013.

Nath has proposed that the authority should be chaired by the finance secretary, and the last three CVOs and CAGs should act as its members.

Huge tracts of land that currently are under government civic bodies such as the Delhi Development Authority (DDA) and Cental Public Works Department, among others, have been encroached upon.

Nath?s ministry is learnt to have recently written to an agency, which occupies a big tract of land in central Delhi that they could risk forfeiture if the land is not redeveloped efficiently within a certain time limit.

According to official estimates, close to 60 sick PSUs in the country together hold about 20,000 hectare of vacant land.

The national flag carrier Air India, for instance, is in need for money and they have land worth over Rs 700 crore in Delhi that was given to them for their housing colony that was never used.

?They should sell it,? Nath said. The Indian Railways owns about 4.59 lakh hectares of land of which 0.38 lakh hectares is lying vacant and the Rail Land Development Authority develops vacant land for commercial use to generate revenue.

In Lutyens Bungalow Zone in central Delhi?home to top politicians, bureaucrats, judges and Army officers?there are several empty plots of land that can also be given to the new Authority.

The new Authority can be set up through a Cabinet sanction. A top bureaucrat, who did not wish to be named, said that since this involves multiple ministries, views would need to be taken from all of them.
